Regulatory Authority for Audiovisual and Digital Communication (ARCOM)

Arcom is the regulatory authority for audiovisual and digital communication. This independent public authority guarantees freedom of communication and ensures the financing of audiovisual creation and the protection of rights.

ARCOM's aim is to promote diversity and creativity in the French audiovisual and film industry and to protect citizens from dangers of digital technology.

It was created in 2022 from the merger of the Conseil supérieur de l'audiovisuel (CSA) and the Haute autorité pour la diffusion des œuvres et la protection des droits sur internet (Hadopi). Arcom is thus the new regulator of the audiovisual and digital sector.

How can it help you?

Alerts related to an audiovisual program

You can alert Arcom about a programme broadcast on television, radio or on a replay or video on demand (VOD) service which you consider inappropriate, which harms the respect of persons, which does not allow for adequate protection of the public or which violates audiovisual regulations.

Your complaint should contain the following elements: the name of the channel, the date and time of broadcast, the title of the programme in question and the reason for the alert.

After receiving your alert, the Arcom team will view or listen to the sequence and examine it in the light of the applicable legal rules in order to determine whether there is a possible breach of these rules. Arcom will decide whether or not to intervene with the service.

When Arcom finds a breach of legislative or regulatory obligations, it may, depending on the case, intervene in a graduated manner: a letter of reminder of the regulations, a letter of warning, and then a formal notice. If the formal notice is not complied with, a sanction procedure may be initiated. Different types of sanctions may be imposed, depending on the seriousness of the breaches committed: suspension of broadcasting, financial penalty, withdrawal of authorisation, etc.

Radio and TV reception problems 

If you have a problem receiving radio or television via cable, satellite, ADSL or fibre, you should contact your service provider directly.

If you have a problem receiving radio via an aerial (FM radio, DAB+ digital terrestrial radio), check that the station of your choice is being broadcast in the area where you are located. If the problem persists, you can report it to Arcom.

If you have a problem with television reception from your rake antenna, you can fill in the complaint form of the Agence nationale des fréquences: https://assistance.recevoirlatnt.fr/#!/ or call the ANFR reception protection call centre on 09 70 818 818 (open Monday to Friday, 9am to 12pm and 1pm to 5pm).
